Doctor Horine attended college at the University of California at Santa Barbara and San Jose State University studying Pre-Medical and Engineering. He earned his Doctorate of Podiatric Medicine from the California College of Podiatric Medicine in 1969. When he completed his residency training at the California Podiatry Hospital, he opened his private practice in West San Jose in 1970. He began the Neat Feet Podiatry Laser Center in 2008. He was the first doctor in the country to have the PinPointe™ FootLaser™ after the clinical trials were completed in Sacramento.
Doctor Horine has earned certification in the American Board of Podiatric Surgery and the American Board of Podiatric Orthopedics and Primary Medicine, of which he has served as president from 1987 to 1989. He is recognized as a Fellow in the American College of Foot and Ankle Surgeons and in the American College of Foot and Ankle Orthopedics and Medicine.
Dr. Horine served as president of the California Podiatric Medical Association from 1991 to 1992. His contributions to Podiatry were recognized when the state association awarded him the “Podiatric Physician of the Year” in 1994. Dr. Horine is currently on staff and has been Chief of the Podiatry Department at Good Samaritan Hospital and local surgery centers. Dr. Horine is also a principal partner in the Silicon Valley Podiatry Group.
